Despite proclaiming a NATO-like pact, past failures and complex regional rivalries suggest it's primarily a hedge against a changing West Asian order, rather than a robust alliance. The signatories each have strategic motives. India should not be overly concerned, instead cultivating stronger regional ties, deepening economic and strategic engagement with the Gulf, and maintaining working relationships amidst regional rivalries.
